PRAYER GUIDE

ISAIAH 51:15-16 (NKJV)
15But I am the Lord your God,
Who divided the sea whose waves roared—
The Lord of hosts is His name.

MARK 11:13-14

ISAIAH 32:1-8

SCIENCE, RESEARCH & INNOVATION

Science, Research and Innovation are central to the rapid economic growth of any country as evidenced by several examples around the world. They provide a platform for the generation of new ideas and technologies that increase productivity and generate greater output with the same input. They are important for the advancement of society as they help resolve social problems and enhance society’s capacity to act. They enable organizations and countries to stay relevant in the increasingly competitive global market. The ability to resolve critical problems depends on the ability to innovate. Science, Research, Technology and Innovation are therefore major drivers of economic growth and employment.

God is the source of all knowledge. Science simply discovers what God formed when He created the earth. Though there has been some arrogance from some sectors of the scientific community, God’s word is very clear, “The fool says in his heart that there is no God…” (Psalms 14:1; 53:1).

The Science Technology and Innovation (STI) sector is under the mandate of the Ministry of Science, Technology & Innovation (MoSTI). It was created in 2016 with four agencies that include:

  1. Uganda Industrial Research Institute (UIRI)
  2. Uganda National Council of Science & Technology (UNCST)
  3. Kiira Motors Corporation (KMC)
  4. The Presidential Initiative on Banana Industrial Development Project (PIBID)

Uganda started working on the STI policy in 1994 and it finally came into being in 2009 (The National Science, Technology & Innovation Policy, 2009 under the Ministry of Finance, Planning and Economic Development). The policy process was driven by Uganda National Council of Science and Technology (UNCST), Statute No. 1 of 1990 (Cap 209). The lack of policy for a long time led to fragmented implementation of STI in different sectors.

In addition to the policy, other regulatory frameworks include:

  1. Patents Act (2002)
  2. Research Registration and Clearance Policy and guidelines (2007)
  3. National Guidelines for Research involving humans as research participants (20070

Uganda still lacks a research agenda to guide investment in STI. It is however important to note that the line Ministry (MoSTI) issued a notice of consultancy for the development of the National Research Agenda in February 2020.

THANKSGIVING

  • Thank God for the gift of wisdom, knowledge, understanding and creativity that He has given mankind
  • Thank God for the innovations that have come forth this year with solutions to various problems e.g. local production of facemasks, ventilators, electric vehicles etc.
  • Thank God for the numerous Ugandans involved in several research projects seeking to find local solutions for the challenges we are faced with.
  • Thank God for the organization coming into science, technology and innovation that will provide room for advancement.

PROCLAMATION FOR SCIENCE, RESEARCH & INNOVATION

God is raising scientists, researchers and innovators in Uganda. Though few in numbers at the moment, they will increase tremendously. The sector will be well coordinated.

The Education system will be changed to encourage exploration, questioning and critical thinking instead of rote learning. As a result the inadequate social consciousness of the role of science, research, technology and innovation in national development will be addressed and the mindset for exploiting and use of science and research will be changed. Investments in this sector will increase and the capital base will grow. Dependency on foreign donors for research will reduce.

Many researchers will arise with divine wisdom in every sphere that conducts research that brings effective solutions to national and continental problems. There will be a plethora of knowledge banks, incubation innovation hubs, and, science and technology institutions that train and skill people to create services and products that effectively address national, continental and global challenges. Uganda will be known as a global centre of science, technology and innovation.
