PRAYER GUIDE

ISAIAH 51:15-16 (NKJV)
15But I am the Lord your God,
Who divided the sea whose waves roared—
The Lord of hosts is His name.
16And I have put My words in your mouth; [Emphasis Added]
I have covered you with the shadow of My hand,
That I may plant the heavens,

EZEKIEL 37: 3-5, 7, 9, 10

MARK 11:13-14

ISAIAH 32:1-8

1Behold, a king will reign in righteousness,
And princes will rule with justice.
2A man will be as a hiding place from the wind,
And a cover from the tempest,
As rivers of water in a dry place,
As the shadow of a great rock in a weary land.
3The eyes of those who see will not be dim,
And the ears of those who hear will listen.
4Also the heart of the rash will understand knowledge,
And the tongue of the stammerers will be ready to speak plainly.
5The foolish person will no longer be called generous,
Nor the miser said to be bountiful;
6For the foolish person will speak foolishness,
And his heart will work iniquity:
To practice ungodliness,
To utter error against the Lord,
To keep the hungry unsatisfied,
And he will cause the drink of the thirsty to fail.
7Also the schemes of the schemer are evil;
He devises wicked plans

THE EXECUTIVE BRANCH OF GOVERNMENT

Baron Charles de Montesquieu, (1689-1755), was an authoritative French professor, author and legal philosopher, who, in 1748, wrote the highly influential book, The Spirit of the Laws, considered one of the great works in the history of political theory and jurisprudence. The ideas he posited in that book greatly influenced the separation of powers between the Executive, the Legislative and the Judicial in the United States. Montesquieu’s philosophy was based on the premise that humanity is basically selfish (Jeremiah 17:9), and, opportunity provided, individuals would accumulate more and more power to themselves, eventually becoming despots. He recommended the separation of the powers of government into the three branches so that the greed and ambition of one would check that of the others.

  1. The legislative branch is responsible for enacting the laws of the state and appropriating the money necessary to operate the government.
  2. The executive branch is responsible for implementing and administering the public policy enacted and funded by the legislative branch.
  3. The judicial branch is responsible for interpreting the constitution and laws and applying their interpretations to controversies brought before it.

However, Government powers and responsibilities are complex and tend to overlap, often resulting in a measure of competition and conflict among the branches of government. No democratic system has an absolute separation of powers or an absolute lack of separation of powers.

When it comes to the rule of God, the three branches of His government are vested in Him. Isaiah wrote,

“For the LORD is our judge, the LORD is our lawgiver, the LORD is our king; he will save us.” Isaiah 33:22

The power of the Executive Branch of the Government is vested in the President of Uganda, who also acts as Head of State and Commander- in-Chief of the armed forces. The President is responsible for implementing and enforcing the laws written by Parliament and, also appoints the Cabinet.

SCRIPTURES FOR PRAYER AND PROCLAMATION

I TIMOTHY 2:1-4:
First of all, then, I urge that supplications, prayers, intercessions, and thanksgivings be made for all people, for kings and all who are in high positions, that we may lead a peaceful and quiet life, godly and dignified in every way. This is good, and it is pleasing in the sight of God our Savior, who desires all people to be saved and to come to the knowledge of the truth.

PSALM 72:1, 2, 4
Endow the king with your justice, O God, the royal son with your righteousness… 2He will judge your people in righteousness, your afflicted ones with justice….
4He will defend the afflicted among the people and save the children of the needy; he will crush the oppressor.”

PROVERBS 20:28:
Mercy and truth preserve the king: and his throne is upheld by mercy

PROVERBS 20:26
A wise king scatters the wicked and drives the threshing wheel over them

PROVERBS 21:1
The king’s heart is a stream of water in the hand of the Lord; he turns it wherever he will.”

Remove the wicked from the king’s presence and his throne will be established through
righteousness”

When the righteous are in authority, the people rejoice: but when the wicked bears rule, the
people mourn.

If a ruler listens to lies, all his official become wicked.

Kings detest wrongdoing, for a throne is established through righteousness.

By justice a king gives a country stability but one who is greedy for bribes tears it down.”

DEUTERONOMY 17:14-20
“When you come to the land that the Lord your God is giving you, and you possess it and dwell in it and then say, I will set a king over me, like all the nations that are around me,’ you may indeed set a king over you whom the Lord your God will choose. One from among your brothers you shall set as king over you. You may not put a foreigner over you, who is not your brother. Only he must not acquire many horses for himself or cause the people to return to Egypt in order to acquire many horses, since the Lord has said to you, You shall never return that way again.’ And he shall
not acquire many wives for himself, lest his heart turn away, nor shall he acquire for himself excessive silver and gold.

“And when he sits on the throne of his kingdom, he shall write for himself in a book a copy of this law, approved by the Levitical priests. And it shall be with him, and he shall read in it all the days of his life, that he may learn to fear the Lord his God by keeping all the words of this law and these statutes, and doing them, that his heart may not be lifted up above his brothers, and that he may not turn aside from the commandment, either to the right hand or to the left, so that he may continue long in his kingdom, he and his children, in Israel.

1 PETER 2:13-17
Be subject for the Lord’s sake to every human institution, whether it be to the emperor as supreme, or to governors as sent by him to punish those who do evil and to praise those who do good. For this is the will of God, that by doing good you should put to silence the ignorance of foolish people. Live as people who are free, not using your freedom as a cover-up for evil, but living as servants of God. Honor everyone. Love the brotherhood. Fear God. Honor the emperor.

  • The men and women that have been placed in responsibility in the Executive Branch of Government.

PROCLAMATION FOR THE EXECUTIVE BRANCH OF GOVERNMENT

A Declaration Of What We Are Praying For And What We See As God Answers Prayer

God is raising leaders for the Executive Branch of Government in Uganda that will lead in
righteousness, justice, mercy and truth.

Through their leadership Uganda will completely turn around.

These leaders will be as a hiding place from the wind and a cover from the storms that are blowing across the world.

They will be a source of refreshment and renewal for Uganda as rivers of water in a dry place. They will be a covering from the heat just like the shadow of a great rock in a weary land. There will be servant leaders that will primarily exercise their leadership as servants of the populace.

They will make decisions in line with God’s plan for the nation.

They will refuse to surround the places of authority with wicked men and women.

The righteous will flourish in places of authority and Ugandans will rejoice and not mourn or groan.

Government will be a terror to wrong doers in fulfillment of the mandate given in Romans 13:3.

They will have the determination to scatter and punish the wicked.

At all levels of the Executive Branch of Government there will be a hatred for wrongdoing.

Those tearing down our nation every day by giving and receiving bribes will be scattered.

The wicked that surround places of authority – the corrupt, murderers, opportunists, idolaters, liars, evil counselors, thieves and all those who do not have the interests of the nation at heart – will be removed.

God will deliver Uganda from gangster politicians and leaders, plus power hungry syndicates.

The corridors of power to the Executive will be locked up spiritually for idolaters; the corrupt; those who practice iniquity and ungodliness; those who utter error against the Lord; those who scheme evil and devise wicked plans to destroy the poor with lying words; those who keep the hungry unsatisfied; and those who cause the drink of the thirsty to fail.

Rather the generous and upright will stand and the righteous will flourish.

Through the leadership of the Executive Branch of Government the eyes and ears of Ugandans will
open up so that our eyes will not be dim, neither will our ears be dull.

Those who are rash, careless and ignorant will gain understanding of knowledge, and
the tongue of the stammerers will be trained to speak plainly.

Wisdom and honor will have true meanings in Uganda’s Executive leadership.

Generosity will abound.

Foolishness and wickedness will be despised and overthrown.

There will be harmony between the three arms of government: the Executive, the Judiciary and the
Legislature

The Body of Christ will be increasingly involved in prayer for the nation and the government
and through discipleship raising good citizens.

Uganda will experience increasing peace and quiet in all areas of national life.

Uganda will experience increasing godliness and holiness in all areas of authority throughout
the nation.

Ugandans will increasingly come to the knowledge of the truth as the gospel of the Kingdom of
God is received.
