HOUSING AND SETTLEMENTS
Scripture has much to say about housing and settlements. Houses have been important to man for millennia. An often-repeated biblical text by the 8th century BCE prophet Micah promises everyone a place to rest, a right to ownership, safety, and abundance
Everyone will sit under their own vine and under their own
fig tree, and no one will make them afraid (Micah 4:4)
This and other Scripture passages assert that everyone has a right to a place to call home.
Cities are a major theme of the bible. There are at least 1400 references to cities from the early chapters of Genesis to the final chapters of Revelation. Man begins in a garden – the Garden of Eden but end in a city – The New Jerusalem.
In Prophet Jeremiah’s day, the Jewish exiles carried off into captivity to Babylon were very eager to go back to Jerusalem quickly. However God had other plans; they were to stay in exile for seventy years. So through the prophet, God told them to settle down and participate in the life of the foreign cities they had been carried off to.
Millard Fuller, who founded Habitat for Humanity, was a wealthy American Christian who owned much estate and lived in luxury. His wife got tired of the lifestyle and created a crisis in their marriage by going to New York on her own to consider what to do. This resulted in a mutual decision to start over, selling everything and recommit their lives to God’s purposes. Fuller began testing the ideas of Habitat for Humanity in Georgia and later in Africa. Today Habitat is the largest homebuilder in the world – providing homeownership for low-income families throughout the globe.
Habitat for Humanity puts the Ugandan housing deficit at 2.4 million housing units, out of which 210,000 units are in urban areas and 1.395 million units in rural areas. The Uganda National Household Survey indicates that by 2022, Uganda’s population is projected to be about 48 million requiring more than 3 million more housing units. The same survey further reveals that 25-30% of the available housing units are semi-permanent.
The housing sector falls under the mandate of the Ministry of Lands, Housing and Urban Development (MLHUD). The government’s role has been limited to provision of a conducive policy, legislative and regulatory framework, in the bid to promote an efficient and effective housing delivery system. The Housing Policy seeks to promote progressive realization of adequate housing for all, premised on the principle of partnership, involving the private sector, land owner’s, financial institutions, cooperatives and individuals.
In addition, the Policy seeks to increase the production of adequate housing for all income groups from 60,000 to 200,000 housing units per annum so as to meet the housing needs by 2022; to improve the quality of the existing housing stock; to promote an efficient utilization of energy and other resources in housing; to increase access to affordable housing; to improve security of tenure for property owners; and to improve the mechanisms for development and management of the real estate industry.

PROVERBS 3:31-33

who says, ‘I will build myself a great house with spacious upper rooms,’
who cuts out windows for it, paneling it with cedar and painting it with vermilion.
PSALM 107:4-7
Some wandered in desert wastes, finding no way to a city to dwell in;
hungry and thirsty, their soul fainted within them.
Then they cried to the Lord in their trouble, and he delivered them from their distress.
He led them by a straight way till they reached a city to dwell in.

PROCLAMATION FOR HOUSES AND SETTLEMENTS
A Declaration Of What We Are Praying For And What We See As God Answers Prayer
God is raising leaders at all levels in housing, construction and urban planning that will govern and steward the sector in righteous and justice. Among them will be:
- Urban planners that will download God’s blueprint for town and cities.
- Creative architects that will design beautiful places to dwell in.
- Developers of affordable housing.
- Passionate lawmakers committed to decent housing for all income levels.
- Master builders that will construct with excellence.
Through their work and service God will redeem the souls of our cities and settlements.
Land-use planning and management will be prioritized to address the rapid urbanisation and the growing population through efficient land-use
Urban planning will be centralized and well coordinated to provide well for service access Land tenure systems will be harmonised to prevent land fragmentation and enable large
housing.
Uganda’s cities and human settlements will be inclusive, safe, resilient and sustainable as the
planning approach is revisited.
Poor housing settlements characterised by congestion, inadequate basic amenities and poor access
will be a thing of the past.
Slum will be transformed.
Dilapidated, aging structures in our urban areas will be replaced as the desolate and decaying parts of our cities are rejuvenated.
Many jobs will be created in construction and related building materials manufacturing industries.
Reforms in the education system will enable the training of globally competitive human resource with skills relevant for the sector.
FINANCE
Institutions providing affordable construction and mortgage financing for all levels of income will
be plentiful.
Locally manufactured and environmentally friendly materials, and innovations will emerge.
Uganda will be self-sufficient in building materials and become a net exporter
New methods of construction using cost-effective building materials and innovative
technologies will be developed to will enable cost cutting and reduce the time of construction.
The massive housing deficit in our young population will be addressed and taken care of. There will be a variety of housing schemes: co-housing, cooperative housing schemes, and condominiums that allow for large scale affordable housing developments.
There will be quality and quantity affordable, well serviced housing in both rural and urban areas with appropriate amenities and within appropriate settings.
The laws will ensure that landlords are responsible and treat their tenants fairly. Uganda’s housing, construction and settlements sector will be accountable and internationally
comparable.
